Zahynacz, P.Eng E — iduly 17, 1992 City Engineer FROM: Russ Mammel Traffic Tech. reel 8 eu wee, SUBJECT: Emergency Access For Mary Hill “Read and Argque--Street norernl IEP 0 he onset RECOMMENDATIONS: i) Install a fabricated steel swinging gate on Argue adjacent. to Mary Hill Road, south of the Bypass to allow access to emergency vehicles. Turn down the request for a similar gate on Argue Street, west of Pitt River Road. (2) thatiaoe be allocated from the Special Public works Capital Reserue Fund. COMMENTS e A request was received from the Fire Department to modify the two @éxisting concrete barricades on Argue Street to allow emergency access. After a Police request, these barricades were installed to keep vehicles from causing problems down by the river. Ags this ig a popular recreation area for fishing and other activities, an emergency access to rescue accident victims may be required. Swinging metal gates could be installed at the centre of the concrete barricades, however, gates in these locations may cause an expensive maintenance problem. Recently the gate at’ the west end of Wilson was rammed and broken open, costing $850 to repair. Both proposed gate locations are somewhat isolated and could also be subject to this kind of vandalism. Of the twa locations, Argue Street west of Pitt River, after the businesses are closed, is the most secluded. Vandalism could he expected with a gate in this location. The access accross from Mary Hill Road is more visible being adjacent to the Bypass, although traffic on the Bypass is fairly light late at night. One access gate may be enough as Argue Street is continuous between the two barricades, as long as a berm of soil about half way can be levelled. . Swinging gates of this type can be fabricated and installed by the City at an estimated cost of $1400 each, or for a similar price from an outside fabricator. A "Keep Clear for Emergency Access" sign should ke placed on the gate to discourage drivers» from parking in front of it. ITEM | PAGE |
