RECOMMENDATION:

That City Council refuse this application to amend the
Community Plan and rezone parcel A of Section 6, Block 6, North
Range 1 East, Plan 8560, NWLD from A-1 to RS-2.

COMMENTS:

This application is to amend the Community Plan designation of
the property from Long Term Residential Development to Phase |
Develonpment. A recommendation of refusal is being proposed as
the application is contrary to the City's phasing plan in the
Official Community Plan and Council's recently adopted
resolution to not approve development proposals in This area
until completion of the area control pian.

In view of the above policy conflicts, a recommendation of
refusal is being put forward for this application. It should
be noted that refusal of the application wil! impose a six
month wait before it can be submitted.
