NUCLEAR ARMAMENTS CALL FOR PLEBISCITE ON DISARMAMENT TO BE HELD BY MUNICIPALITIES—MOTIGN UNDER S.O, 43 Mr. Neil Young (Beaches): Madam Speaker, I rise under the provisions of Standing Order 43. In view of the decision by Ottawa City Council to hold a plebiscite on nuclear disarma- ment at the next municipal election, and in view of the fact that a growing number of Canadians and world leaders are deeply concerned over the prospects of a new arms race that will escalate the growth of nuclear weapons, I move, seconded by the hon, member for Oshawa (Mr. Broadbent): That this House call on all of Canada’s local governments to include a question on leac disar: on ballots that will be used to elect municipal and regional gover in the ing year, and that the results of this plebiscite be tabulated and forwarded to Mr. A. R. Menzies, Canada’s Ambassa- dor for Disarmament.
