MEMORANDUM MAY 15 1978 Mayor and Council May llth, 1978 L.D. Pollock City Administrator : Reguest from POCOMO Boys' and Girls! Club for use of City space At the regular meeting of Council on April 17th, 1978 I was asked to investigate the possible use of the old Library building for the POCOMO Boys' and Girls' Club on a temporary basis and also investigate the availability of other locations for use on a permanent basis. It would appear that the number of participants in the Boys' and Girls' Club would necessitate the conversion of any building to meet the standards for public assembly use under the Fire Marshals Act. This . almost rules out the use of any home and in most cases there would be renovations required to most other commercial buildings to meet the requirements. The most reasonable location then for conversion appears to be the City's old Library premises and in spite of the fact that this building was constructed as a public building, the new regulations would still require the addition of possibly one EXIT docr, the installation of an emergency lighting system and fire alarm system. We would be looking at a cost of approximately $3000. or more to carry out this work. , The City owned Dalkey Building is in the same category. The Fire Prevention Officer has recently brought to my attention the fact that the Dalkey Building is being used almost continually as a place of public assembly and does not meet the requirements of the Act. There has been some preliminary discussion on this question with the Recreation Committee and we will have ta sooner or later address ourselves to these deficiences. As Council is aware, the Boys' and Girls' Club along with the New View Society and the Cadets are tenants in this building and if it is going to continue to be used, even on a temporary basis, some improvements should be made or the City is in a vulnerable spot by not complying with regulations.
