COU APR 2.4 1375 Mayor and Council April 17, 1975 FROM: Finance Committee The Finance Committee met on Monday, April 14th, 1975. Present were Mayor Campbell, Alderman Laking, Alderman Mabbett, L.D.Pollock and City Treasurer G.F. Forcier. The following matters were discussed. Grant from Mary Hill Ratepayers Association ‘ Late last year the City received a donation of $600.00 from the Mary Hill Community Ratepayers Association. When this grant was received, a resolution was passed in Council asking the Finance Committee to investigate the feasibility of matching the $600.00 grant on a dollar for dollar basis, the grant to be used for ad- venture playground equipment at Routley Park. ; , The Committee has considered this suggestion and does not recommend that we attempt to limit our expenditures in parks by way of matching grants. The- Committee feels that the donation should be spent according to the donors wishes and in accordance with some plan for properly equipping the park. In most cases, the City will be required to spend far more than the amounts received in donations before equipment is complete and to limit the City to a dollar for dollar matching would be a restrictive policy. , Yhe Committee therefore does not recommend that grants of this nature be matched dollar for dollar but that when donations are received, the Leisure Activities . Committee make provision in the Annual Budget for the City share of. the equip- ment costs in order to equip these particular park and playground areas. . &.P.C.A. GRANT The Health Committee asked the Finance Committee to review a request from the S.P.C.A. for a grant in the amount of $5,000.00 from the City to assist in providing a facility for a low-cost spay and neutering clinic. All Municipalities in the Lower Mainland have been asked to participate in order to raise $100,000.00 for this particular facility. The Committee reviewed the presentation submitted by the §.P.C.A. and also comments submitted by the Veterinary Medical Association and feel they cannot support such a contribution. The following summary indicates the charges presently being levied By the B.C. Veterinary Medical Association and the rates proposed under the low-cost $.P.C.A. Clinic. You will notice that the B.C. Veterinary Medical Association has subsidized rates for any single parent on welfare, handicapped persons or senior citizens. The Committee felt that the B.C. Veterinary Medical Association are ‘presently providing a service to those in need of a subsidized rate and they could not support an expenditure of $100,000.00 to provide subsidized service for all animal owners.
