Ml5 ,Iwlll ITEM ' III: REQUEST FOR QUIET HOUR DESIGNATION The Committee reviewed a request that quiet hours be designated on weekends and holidays to prevent the disturbance of residents peace and quiet by such activities as lawn mowing. The Committee felt that, while such a provision may have some merit, there hadn't been any complai.nts lodged by local residents, and that they saw no reason at the present time to amend the Noise Abatement Bylaw to designate such % 51 1 sr i quiet hours. 159 IV: il" 1. RM'II '4'i 'i i I Squirrels, and Raccoons Barry Bennett presented a request to tne Committee that the City amend its Animal Control Bylaw to adopt the guidelines contained i n the Ministry of Envi.ronment's Policy Guide to the Wi ldlife Act with respect to minimum standards of care for skunks, squirrels, and raccoons which 'IINli, 8 I OIHER BUSINESS , ISlt,a'TEM IXI'ily IltlBlt The wildlife Act currently exempts these animals from the permitting procedures of the Act with the result that people can harbor these animals without havi.ng to obtain a permit from the Ministry. Mr. Bennett felt that if the City were to incorporate the policy guidelines in its Bylaw that people would oe discouraged from keeping these animals as pets, and that the S.P.C.A. would have some guideli.nes to follow for those persons who chose to keep such an animal, The Committee determined that the City Clerk should be consulted to advi.sed on the legality of the City including these animals in the Bylaw, as this may not be provided for in the Municipal Act. Humane Education Program Mr. Bennett referred to a program currently operating in the Maple Ridge School system to teach students how to treat animals humanely. He is attempting to establish a similar program in Port Coquitlam and was seeking support from Council.
