DISCUSS LON: The subject property is located within a block that is intended for light industrial uses and would function as a buffer or transition zone between heavy industrial and residential uses. Rezoning of the subject site to RS—2 would require a corresponding amendment of the Official Community Plan to designate the site as "Residential" instead of "Employment". The neighbouring preperty to the east (1870 McLean Avenue) was rezoned in 1989 from RS-3 to M-3 in accordance with the provisions of the OCP. A recently-completed, two-storey light industrial/office building now occupies the site. At the request of the City, the building was located on its west side lot line in anticipation of similar industrial buildings to be constructed against its blank wall, to complete the McLean Avenue streetscape. Should the subject site at 1878 McLean Avenue be subdivided as per the proposal, the ten lots would back onto a two-storey, blank wall along their rear property lines. This would be visually unaesthetic for residents of such properties. Furthermore, the M-3 zoning of the neighbouring property at 1870 McLean permits light industrial uses provided that they do not produce any disturbances that would interfere with surrounding residential uses. Subdivision of 1878 McLean Avenue into single-family lots would place residential uses closer to 1870 McLean than originally anticipated, and could limit the range of uses permitted in the building. Although neighbourhood residents opposed a previous industrial subdivision application for 1878 McLean, their main concerns arose from the placement of unsightly loading/unloading activities on Taylor Street, which is primarily a residential street. Residents in the area could accept an industrial use for 1878 McLean provided if access is not obtained from Taylor Street, and is appropriately designed to minimize the visual impact on this street.
