May 2, 1988/106 Mr. Derek Ashford, representing the Developer, stated that the developer was aware that the area was presently being used by dirt bikers but as the development proceeded it would put an end to that. He stated that the developer was proposing, east of Eastern Drive, that the right of way be used for rear yard use only. He stated that the continuation of Eastern Drive through the new development would produce very little impact on existing residences as the traffic would go south down Eastern Drive to the Mary Hill Bypass. He advised that the developer intended to upgrade Mary Hill Road for the length of the developments frontage on that street. He stated that there would be a restrictive covenant registered controlling slope and earth containment on all the properties and a neighborhood scheme of landscaping would be implemented. Mr. D. Barr, one of the principles in the Development Company, stated that the areas west of Eastern Drive down to Mary Hill Read would .atain their tree cover. Mr. K. Townsend, 1430 June Crescent; Mr. T. Zipp, 1360 Mary Hill Road; and Ms. B. Crevier, 1315 Elinor Crescent, commented on the oproposed buffer strip and stated that it should be a true buffer strip and not used for parking or other purposes. Mr. L. Jones, 1520 Elinor Crescent, stated his opposition to any change in the ambience of the neighborhood and advised that although he does not oppose growth in the area he would like to see it stay a single family residential area. Mr. R. Wood, 1411 Elinor Crescent, advised that he had previously lived ia the College Park area of Port Moody and he advised that the "Westhill Apartment" constructed there had reduced the value of surrounding property. Mr. P,. Buckna, 1371 Elinor Crescent, advised that at the Public Information Meeting the developer told him that the density proposed would be equivalent to Vancouver's Fairview slopes and he stated his belief that this was too high for this area. Ms. R. Ewing, 1310 Eastern Drive, stated that at the recent Public Information Meeting different information was given out than is presently indicated in the Bylaws. Ms. B. Crevier, 1315 Elinor Crescent, expressed the opinion that someone representing the Citadel Heights area should be present as views from that area would be blocked by the development proposed. Mr. M. Woytas, 1592 Mary Hill Road, stated his concern regarding the increase of traffic on Mary Hill Road which he stated already has a speeding problem. In response to inquires by Mr. D. Procyk, 1316 Eastern Drive; Mr. B. Robertson, 1315 Eastern Drive; and Mr. J. Collins, 1314 Elinor Crescent; Mayor Traboulay advised that this Public Hearing was being held to receive the views of adjacent residents on the development proposed, that the Public Hearing was the last opportunity the residents would have to. comment on the ‘present proposal, and he advised that the Council would likely consider the Bylaws again in two weeks time. Mr. D. Kirkley, 1470 Elinor Crescent, pointed out that no apartment building were shown on the architects model available for view.
