In attendance was Alderman Mike Thompson. Also in attendance was Larry J. Wheeler, Recreation Manager/Deputy Director and Pat Greer Recording Secretary. Item No. I The Cotnmittee reviewed the report from the Director of Plannutg. Recommendation: To receive this report for information. PoCo Trull Map The Committee reviewed the PoCo Trail Map. The Cotnmittee then discussed what else they would like to see the map include in the future. Eecommendation: To receive the map as information and have the staff explore ways the map and trail system can be hnproved. ~arri d Item No. 3 Parkmg at Rowlaud Box. The Recreation Manager/Deputy Director gave a verbal report regarding the cost for moving the gate on the Rowland Lacrosse Box. Recommendation That staff facgitate a meeting between staff and representatives of the various lacrosse groups for their input on the moving of the gate at Rowland Box and a discussion on the parking problems. Item No. 4 ~ Ltnver Municipal Association Commnnity Rec Workshop The notice of the annual general meeting of the Lower Mainland Municipal Association was reviewed. Recommendation: To encourage all members of Council and the Parks & Recreation Director and the Recreation Manager/Deputy Director to attend. Item No. 5 Genstsr - BuRding Penaaits The attached letter was read. Reconunendation: To receive the letter for information. Item No. 6 Larry Wheeler gave a verbal report on Janna Taylor's meeting with Vic Davies today in Victoria. The Committee were of the opinion that three committees should have input for the expansion i.e. a Staff Committee, the Hyde Creek Expansion Committee and the Parks 4 Recreation Committee. Recommendation'o receive this report for information. Jtem No. 7 Alderman Thompson advised that Keith Walker expressed lus concern about the above Bylaw and its effect on the PoCo Trail. April 28, 1992 File: Sign Bylaw Carlos Felip, Director cf Planning Community Signs RECONNENMTIGN t THAT the Parks and Recreation Department submit for approval by Council a motion whereby the Municipal Council authorize the Parks Deoartment to make decisions regarding the placement of and Recreation non-commercial community signs on Municipal properties. For a number of years the Parks and Recreation in a fairly informal way, and under no specific revision of the Department, old Sign Bylaw, administered the permit process for non-commercial community signs have at Nunicipal property at the corner of Pitt River Road and Shaughnessy placed Street and at the Centennial Pool property. On April 27, 1992 the Nunicipal Council, responding to request from the Knights of Columbus, authorized a non-commercial, community a sign in these two locations, during a portion of tie month of Nay 1992. No input from the Parks snd Recreation Department was requested. DISCUSSIOM: To avoid proliferation of signage, particularly in the above mentioned well exposed Municipal properties, it is required that placing of signage on those properties be controlled by only one "authority". This will that the provisions of the new Sign Bylaw are evenly applied to all also ensure users. Since it is not reasonable to expect Council to approve every single sign application, it would be in order for the Parks and Recreation Department to request that Council reaffirm, via an appropriate motion, its delegation of the administration of signage on the above mentioned properties to the Parks and Recreation Department. However from a review of the infoimation we do have„ it would appear that approximately 950 permits have been issued to date.
