A14- The Terrace Stondard, Wednesday, March 13, 2002 City could join $40M bid to build road TERRACE may join other northwest towns and aborigi- nal groups to borrow up to $40 million to build a new re- source road to the Kemess mine. That increasingly likely scenario would sce the towns and native groups end up owning the road, and recouping their investment through tolls on mining and forestry traffic, said Stewart mayor Mark Edgson. And although Terrace — with much greater borrowing power than Stewart or the Hazellons — may be called upon to raise. much of the money, mayor Jack. Talstra said he believes it’s relatively low risk. “Compared to [investing in} SCI the risks are very low,” Talstra said. “The toll payments would be made very quickly and would start covering your payments.” The proposed Stewart-Omineca Resource Road would run 300 kilometres northeast from Hwy 37 near Cran- berry Junction to Northgate Exploration’s Kemess gold- copper mine. 7 Kemess ore would be hauled a much shorter 475-km route west to port at Stewart, rather than to Vancouver, and the road would open up access to other mining pro- perties and timber in the area. “We're going to see how the government feels about it and make some decisions,” Edgson said, adding he will table several different scenarios. He has argued tolls paid by Kemess alone would quickly pay off the capilal costs of building the road. The road may extend the life of Kemess and also From front . Natives want a voice’ Derrick said he wants to know why Repap didn’t re- invest its profits in the northwest when it was here the first time around. “George Petty bled the northwest and took all the profits out of the area and moved it into eastern Canada and the U.S. And what do we have left? Nothing.” '. “They left a dead company. Now they’re back again. Go figure.” He said NWBC's demand for community investment raises doubts about how much money they have. Derrick said Forest Capital Ltd.’s bid for SC] should get closer consideration, adding at least it propased to make Doublestar Resources’ nearby Sustut Copper depo- sit viable as well. “The whole selling point of this thing is it’s not just one mine — there’s a whole -bunch of properties up there,” Edgson said. Edgson said towns will be allowed ta own and operate roads in the province’s new. community charter, now in the works to allow municipalities te tap new sources of revenue. Skeena MLA Roger Harris said there is government support for the idea, and predicted special legislation could be passed allowing northwest towns to build the road without waiting for the community charter to pass. A just-completed pre-feasibilily sludy by McElhanney Consulting has found there are no major problems with the idea, Edgson said. ; oe ; “T could easily see construction starting this summer,” Edgson said, “which of course would be a big boom for the economy.” He said the study estimates the cost of construction would be no higher than $40 million, and Edgson thinks it could come in as low as $30 million. Only about 100 kilometres of new raad would need to be built, Edgson said, adding much of the route is simply an acceleration of road construction plans already on the books. , “In the logging plans of SCI and Canfor, everything will be built except for 33 or 34 kilometres,” he said. “All we're doing is speeding up the process.” Edgson said he had delayed a push for the road for several months in hopes there would be a resolution to the sale of Skeena Cellulose. SCI is another potential beneficiary of the road, which would open up access to alternate timber supplies. But he said he’s now procceding regardless of wha happens with the sale. He said the route proposed in the pre-feasibility study represents a consensus of local First Nations and other interest groups on the best route. It also quantifies the benefits that would flow to this region, as well as the losses incurred in Mackenzie and Prince George by rerouting ore away from there. When the pros and cons are weighed, he predicted, Victoria will give the road the green light. “This government needs a winner and this is it,” he said. “The government is anxious to sce it and work with us on it, so it looks good.” The City of Terrace contributed $10,000 to help pay for the $125,000 study. ; H built, the road would connect to the existing route from Kemess to Mackenzie, forming a new 800-kilo- metre east-west route across northern B.C..
