construct and maintain a boulevard on any highway;

plant any shade or ornamental trees, shrubs, or bushes
upon a highway. .

CONDITIONS OF ENGINEER'S PERMISSION

The Engineer may issue 6 permit in the form prescribed
in Schedule "A" of this By-law, To do any or all of
those things otherwise prohibited by Section 3 of this
By-law, subject To the payment of an application fee
of $8.00 with each application therefor and subject To
such other conditions contained in this, Section as may
be applicable to each such application.

As a prerequisite To +he issuance of a permit under
section, the applicant shall: . .

deposit with the City, 4 sum of money, bond, or
irrevocable Letter of Credit acceptable to the
City sufficient to pay for the cost of repairing
any damage likely to be done To the highway. and
as suff icient security that the obligations
imposed by the permit shall be fulfilled within
the time specified by such permit; and the amount
of each such deposit shall be not less than the
cost of repairing such damage as estimated by the
Engineer and with respect to permits for the
crossing of boulevards and the construction of
