No person shall construct or use any manure bin within the City so as to create a nuisance," Alderman Ranger has apparently received complaints of a manure bin in use in the residential area and removal of the bin is proving difficult as it hinges on the legal definition of a nuisance. In the normal course of “events a matter of this type would be referred to the City's Health Committee, but. Alderman Ranger has asked that we have the necessary By~law prepared in the event Council are prepared to deal with it this evening and, accordingly, vas draft by-law is reproduced on the reverse side of this memorandum, and ean be given first three readings should Council so desire. - City Clerk
