SUBJECT: 1990 Water and Sewer Rates

RECOMMENDATION:

That Council reaffirm that there will not be an increase in water or sewer rates for 1990.

BACKGROUND & COMMENTS:

Attached is the proposed budget for these utilities for 1990.

The concerns that the committee has regarding the budget is the concem over the amount
of funds which are generated annually from rates and available for capital improvements,
see capital schedules which show that only a small portion of the proposed capital works

will be financed from utility rates. Unfortunately with the rapid growth we are
experiencing the Engineer and the Treasurer have been unable to spend the time required
to develop a long term capital improvement program for the utilities. |
