Brown Director of Community Planning SUBJECT: Residential Rehabilitation Assistance Program Canadian Mortgage and Housing Corporation RECOMMENDATION: THAT The Corporation of the City of Port Coquitlam enter into an Agency Agreement with the Canadian Mortgage Housing Corpo- ration to provide the Residential Rehabil- itation Assistance Program. AND that the Canadian Mortgage and Housing Corporation be requested to operate the Program from receipt of applications! by residents from City Hall through delivery of councelling and inspection services. FURTHERMORE that the entire City of Port Coquitlam except in areas designated for apartment development on the attached map, .be designated for participation in the program, BACKGROUND: The City has been exploring the possibility of entering into the Residential Rehabilitation Assistance Program for sometime. In a memorandum dated 1980-9-26, then City Administrator, Mr. L.D. Pollock, outlined a procedure that he and former planner Mr. Lee recommended to City Council, for entering into the program. Due to a subsequent chain of events, work did not proceed, During the past six months, several implementation measures, like the Downtown Revitalization scheme, and Residential Renabilitation Assistance Program have been brought forward as outstanding work to be completed. This report is being written to complete the City's application to participate in the Residential Rehabilitation Assistance Program. COMMENTS : Two neighbourhoods were investigated for Participation in the Residential Rehabilitation Assistance Program in Port Coquitlam. One of the neighbourhoods is located on the north side of Prairie Avenue, east of Oxford Street, and the other neighbourhood along the east side of Pitt River Road, south of McLean. Following this preliminary selection of two neighbourhoods, the Canadian Mortgage and Housing Program Co-ordinator was invited to review the neighbourhoods being proposed for participation 30
