March 21st, 1977 the 1972 Report of Planning Consultant Norman Pearson mentioned earlier by the Planning Officer and suggested that the problems existing at the time of the Report with respect to the proximity to the railway, the flood threat, etc. still exist, how can residential development be considered at this time, and commented that he preferred option #2 for the area. Moved by Alderman Laking: Seconded by Alderman Traboulay: That the recommendation of the Planning and Zoning Committee, March 16th, 1977, to adopt Development Option #4 as set out in their Report of March 16th, 1977, as the statement of policy for future development of the Study Area (i.e. South of Kingsway, West of the Coquitlam River), be approved. Carried. Aldermen Keryluk and Ranger voted against the resolution. Alderman Traboulay referred to the Rastad property mentioned earlier and noted that Mr. Rastad had met with the Plarming & Zoning Committee and was aware of the plans being considered for the area and further he had not accepted an invitation to attend the Public Meeting on the matter, and suggested that in order ensure that spot development does not oecur contrary to the previously noted statement of policy the City Administrator had advised that the property in question should be rezoned to a holding zone of RS-2.
