TO: Mayor & Council FROM: Alderman P.F. Ranger Re: Lack of discussion and debate by Council Members on the Day Care Issue The minutes of the August 20th, 1973 Council meeting indicate that there was no discussion or debate on the Day Care By-law by the members of Council present. This was probably the third opportunity for members to state their views on the issue. A motion to send the By-law back to the Planning & Zoning Committee for further study and drafting was introduced and passed. I refuse to take the By-law back to the Committee as it was thoroughly researched and public opinion sought, and taken into consideration before the By~law was drafted and presented to Council. I find it rather strange that Council would send the By-law back to Committee without uttering one word against the By-law. The By-law may be controversial but don't you think it is your duty to state your position on such an important social issue? There are many citizens in favour of the Day Care By-law. They elected you to discuss and debate issues that affect their daily lives and, in particular, the daily lives of their children. They do not expect you to evade controversial issues in order to preserve your political longlivity. Your silence against this issue to date is deafening. Alderman P.F. Ranger.
