dee BRITISH COLUMBIA SAAC action thwarts ( South Africa purchase The Southern Africa Action Coalition has been successful in getting government action to prevent a B.C. high-tech firm from exporting electronic equipment that could have military application to South Africa. William J. Botha, a member of South Africa’s Council for Scientific and Indus- tnal Research, which handles procurement for the military, was at MacDonald Dett- wiler’s electronics plant in Richmond earlier this month, apparently to discuss the pur- ie of a sophisticated radar imaging sys- em. But’ following SAAC’s protest, NDP external affairs critic Pauline Jewett was able to ©xtract a promise from External Affairs Minister Joe Clark that MacDonald Det- twiler would be denied an export permit, Preventing the company from delivering any equipment to South Africa, said SAAC Tepresentative Basil Freeman. In July, Clark imposed new restrictions on exports to South Africa of electronics and computer equipment, expanding the embargo that already exists on arms sale. But Botha’s visit prompted concern that the embargo wouldn’t have been enforced had it not been for SAAC publicizing the issue, SAAC only learned of Botha’s planned meeting with MacDonald Dettwiler when a detailed itinerary was leaked to the organi- zation. It indicated that he was to discuss the purchase of the radar system. Freeman said that SAAC staged a dem- onstration outside MacDonald Dettwiler’s offices in Richmond Oct. 8, the day of Botha’s scheduled visit, “‘and he definitely appeared there.” : Even his appearance at the plant should prompt concern, said Freeman, because the company sold South Africa an integrated radar imaging system (IRIS) in 1977 and the “uses to which that system has been put or may be put have not been monitored. “Who knows what information Botha learned about the system when he was here — certainly MacDonald Dettwiler isn’t saying,” Freeman noted. He emphasized that the IRIS system does have military application. “South Africa could use it to control its coastline and use it to obtain high- resolution photos of military locations in the front-line states,” he said.
