WINNIPEG, Man,: Jacob Penner, founder and builder of the Communist Party of Canada, beloved and re- spected as the grand old man of the Winnipeg labor movement, passed away ear-= ly Saturday, August 28, after a brief illness, He was 85 years of age on August 12, For more than 60 years he played an active and lead- ing role in the Socialist and Communist movements of this city. He took a prominent part in the Winnipeg General Strike of 1919. He was elect- ed to the City Council from Ward 3 in November, 1933, and with the exception ofone year during the height of the Korean War, served continu- ously as an alderman until his retirement at the end of 1961, He was looked up to by friend and foe alike for his personal integrity and for his selfless dedication tothe welfare and interests of the working people. During the Hungry Thirties he was in the forefront ofthe battles on behalf of the unemployed. JACOB PENNER Jacob Penner was born on August 12, 1880 in Yeko- tranislov, in the Ukraine, now known as Dnieperpre- tovsk, While still a young student he joined the revo- lutionary movement against the Czarist regime, Because of police persecution he was forced to emigrate and ar- rived in Canada in 1904, al-- ready a convinced Marxist, One of his first acts was to seek out other Marxist- thinking workers and estab- lish circles of the Socialist Party of Canada. Later onhe ‘joined the Social Democratic Party. Following the post- war developments of 1918- 19, he helped form the first group ofthe Communist Par- ty of Canada in Winnipeg and was elected to its first national committee. From then on Jacob Penner was proud to bear the title‘Com- munist’ and he brought ho- nor and dignity to the party in return, For 51 years he shared his life and struggles with his wife and comrade Rose, who was ever by his side. In addition to her, he is sur- vived by 3 sons, Walter and Norman of Toronto and Ro- land of Winnipeg, and one daughter, Ruth Gulkin of Montreal, and numerous grandchildren.
