~ Marshall speaks — frankly By J. MIROV HE new measures taken by the American occupation authorities in Western Germany have stirred up justified anxiety among’ all freedom-loving nations. This anxiety is particularly deep among the peoples of Europe who _ suffered under the Nazi octuPa- tion. The point in question is the decision of the American author- ities to turn over the Ruhr indus- try to its former owners. This move shatters all the illu- sions harbored by some naive people who believed that the American, British and French authorities would not dare to un- -dertake the restoration of Ger- man imperialism so openly and ‘so Soon after the end of the war. : In his recent statement at a press --eonference in Washington, U.S. Secretary of State George C. Mar- . shall dotted all the “t's.” _ Marshall confirmed Law No, 75 on the restoration of the German : in the Ruhr indus- try ‘published by the American and British military governors in - Western Germany. Moreover, he had to admit that the French ap- _ prehensions concerning the pos- sible creation of a war potential ‘that may become a menace to France’s freedom and independ- ence are justified. . The fact that even Marshall -eould not gloss over this menace merely indicates that it cannot _ be denied today. But coming from oss British, has been exerting every effort to infuse some life _ into the prostrate body of German All this is done in the interest of the preparation of a new war. _ Marshall, in fact, made no effort to conceal this. Soon after its publication, the war criminal, Franz Halder, former chief of staff of the Nazi armty, came out with a special statement. This beaten fascist general declared boastfully that he would undertake to create a German army in Western Ger- many in short order provided he was given the armaments and funds. Activities of the new “pink network” so-called after the — Nazi “brown network’—will be closely integrated with the es- _pionage apparatus in Europe di- rected by the British and Ameri- ean intelligence service, a branch of which is the Abwehr Nazi military spying outfit under Gen- eral Gudeian. Most important ae at the conference was the deputy chairman of the west German Social Democrat Party, Erich Ollenhauer, who arrived in Eng- jand with a staff of five experts. They met along with Foreign Secretary Bevin’s representa- tives, representatives of former Hungarian, Polish es Ruman- industry to the powerful German monopolists who raised Hitler to power puts an end to the phrase- mongering about the “socializa~ tion” of the Ruhr. Dinkelbach, director of the German steel trust, said in a speech broadcast on the day after the publication of Law No. 75: “I have always said that the old owners will not suffer, The Ger- man industrialists will henceforth not only direct industry, but ‘also * defend the interests of the own- ers.” There is na doubt whatever, that it is now the question of a deal between those American in- terests seeking to provoke a new war and the fascist magnates of the German war industry. It is significant that Marshall tried to justify the return of the German enterprises to their former owners by the argument that they cannot receive any loans in their present condition. These loans will be advanced to the German arms manufacturers by the American monopolies which netted fabulous profits during the ~Second World War and are rub- bing their hands in anticipation of further profits from the prepar- ation of a new war. Law No. 75 exempts from all control the German enterprises whose capital is composed to the extent of more than 50 percent of foreign investments. In the light of this fact, it is clear that all the talk about “international control” over the Ruhr is merely a smoke- sereen for the convenience of the American monopolists. In accord- ance with the American plan, the American and German monop- olies are to become +the real masters of the Ruhr. British and French ruling circles are prepared to accept a new Munich pointed against their own peoples and all the peoples of Europe. enough, Marshall is not inclined to take very seriously the Official objections of the present French government. This office is a depart- ment of the Anglo - American secret services, the “Counter-In- telligence Corps” CIC and the Field Security Service FSS. & CTION of the separate de- partments of the “Eastern Bureau” is to collect, verify and supply intelligence of a military, political and economic’ character on the Soviet occupation , army in “Germany. These tasks will be extended after the Clacton con- ference to include similar espi_ onage against the allies of the | Soviet! AARON KRAMER up against an “additional: diffi- culty” which is connected with the “political struggle now taking place in France.” Marshall hinted at the fact that the present rulers of France, who were digging a grave for her on the eve of the Second World War, are now encountering constantly growing resistance on the Part of the French people. The decision of the American authorities on the fate of the Ruhr industry has also aroused deep indignation among the de- mocratic sections of the German people. In its recently published state- ment, the presidium of the Ger- man People’s Council declared that this decision “signifies the ‘transfer of the most important coal-mining and metallurgical centers of Germany to the big in- dustrialists Who financed Hitler, organized the Second World War. and who bear the main respon- sibility for the chaos and tl in Europe.” However, the decision of the American and British authorities on the Ruhr is not surprising in the least. It is a logical result of the imperialist, treacherous policy Function of the organization department of the “Eastern Bur- eau” is the instruction and briefing of “couriers’ who main- tain contact with espionage agents in the Soviet occupation zone. The organization depart- ment keeps lists with the names and addresses of all agents and couriers, provides railway tick- ets, counterfeit travel and iden- tity documents. _ _. The personne] department re- cruits new agents and couriers for the Social Democrat espion- age center. The recruiting is done through “Refugee Aid” which pays special attention to persons who run away from the Soviet occupation zone or the new democracies. The records department edits the espionage reports brought in over the “pink network.” Reports brought in by courier are typed in five copies, of which two photostats are made. An original copy of each report goes direct- ly to party leader Kurt Schu- macher, or in his absence to deputy chairman Ollenhauer. The second copy goes to the Hanover representative of the American Counter - Intelligence Corps, and the third to the Brit- ish Intelligence Service through the Hanover branch of FSS. The fourth copy goes to a representative of the British In- fie garcia the Social pursued by the Western powers in Germany. The Soviet people have repeat- edly warned the peoples of Eur- ope against the policy pursued by the American, British and French authorities with regard to West- ern Germany, and the Ruhr in particular. The’ Warsaw conference of the foreign ministers of the USSR and of the new democracies, held last summer, recommended es- tablishment for a definite period of four-power control by the USSR, the U.S. Britain and France over Ruhr heavy. industry, in line with the earlier agree- ments between the Allied powers. Only this settlement of the Ruhr question would accord with the interests of the nation and assist in promoting a_ stable peace between them. Marshall's statement lays bare — the real aims of the American monopolies and their henchmen in Europe and makes it plain to all the peace-loving peoples that it is their duty to intensify their struggle against these criminal designs, and to mobilize all their forces in support of a real peace policy as suggested in proposals advanced by the Soviet govern- ment, e@ J.
