and shielded to eliminate glare when viewed by oncoming traffic, 4.9 Off~Premise Signs (1) No person shall display a sign on a lot or building without the consent of the owner or person entitled to possession of the lot building, or their authorized representative. (2) Changeable copy signs are not permitted as an off-premise Sign. 4.10 Non-Commercial Signs (1) A sign not exceeding 3.0 m* (32 sq. ft.) in area per sign face may be placed on a parcel to promote a patriotic, religious, charitable or civic event or cause, for a period not to exceed 30 days in any calendar year. No sign permitted under this Section shall be located on land in a residential zone. DIVISION 5: ZONE RESTRICTIONS 9.1 Agricultural and Residential Zones The following signs are permitted only on land in the A-1, RS- 1, RS~2, (1) Block Parent and Neighbourhood Watch signs, provided that: (a) the sign area shall not exceed 0.2 m2 (2.15 sq. ft.) (b) the’ sign is the only "block parent” sign located on the parcel where the activity is conducted; and (c) the sign shall not be illuminated. Commercial, Industrial, Institutional and Comprehensive Development Zones The following signs are permitted only in the C-1, C-2, C-3, C-4, CS<1, CS~2, CS-3, M-1, M-2, M-3, P-L, P<2, P-3, CD and WD Zones: (1) Canopy signs
