THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: City Administrator July 29, 1987 FROM: City Engineer SUBJECT: Development Variance Permit for Poco Piace Mal Public Works Committee July 28, 1987 Recommendation: 1. That the changes to the parking lot be allowed subject to the owner removing :the signs directing traffic to the service road east of the mall and subject te all the trees and planters being retained. That the Engineer be requested to do a detailed traffic study for the northwest sector of the City concentrating particularly on improvements of access to Westwood Street, and that the study be completed by December 31, 1987. Backgrosnd and Comments: At its July 20th meeting, Council requested the Public Works Committees to review the parking lot re-design for Poco Place Mall. In conducting its review, the Committee was concerned that the improvements to parking within the mal! would not solve the major problem of egress from the mali. The problem results from the fact that the exit onto Westwood Street is too cioss to Kitchener Avenue and is sometimes congested by traffic backed up from the Lougheed Highway. The Committee reviewed a preliminary report from the City Engineer which outlined traffic problems in the entire northwest sector and outlined some potential methods of dealing with thes@ problems. The potential solution which seemed to have the most promise was a consolidation of three intersections Into one on Westwood Street across from the main access to the Sunwood Shopping Center. The detailed treatment of this consolidation required a further traffic study which would determine alignments and whether or not other roads needed to be opened or closed. The study would also provide a cost estimate for consideration In a future budget. The Committee was of the opinion that some consolidation would have to be done and that a study was therefore required. The Committee also agreed that this proposai would provide a long term solution for the problem of access to Poco Place and therefore were prepared to consider the changes to the parking
