SUBJECT: Purchase of Combination Pumper Truck.

RECOMMENDATION:

That we proceed with the purchase of our pumper truck from Anderson's
Engineering Ltd. of Langley B.C. at a price of $217,745.00.

BACKGROUND & COMMENTS:

Anderson's Engineering Ltd. was the highest of two tenders by $3,186.46.
The lowest tender was from Hub Fire Engines & Equipment of Abbotsford,
B.C. However, Hub did not meet our specifications for the truck frame,
water pump, powerplant, ladder rack and have omitted page #8 of our
specifications.

The Fire Department and our Maintenance Department are trying to
standardize our equipment as much as possible to aid in thea efficiency
of operation, maintenance and stocking of parts.

Life of a pumper truck is 20 years, averaging $3,186.46 over that pariod
is $159.32 per year. The added time and mileage to Abbotsford opposed
to Langley is approximately 17 miles ona way or an additional 34 miles
for two people.

While preparing the ten year Capital Budget that is based on 1985 dollars,
the price of replacing our 1967 Pumper Truck was estimated at $165,000
Plus 7%. This was not upgraded for our 1986 budget, thus the reason for
the $41,195.00 over our projected amount.

The Fire Department's Equipment Replacement Account has $200,500 in
1986 and an additional amount of $60,000 to be added in 1987.

The pumper truck is paid for in three stages. (1) when the chassis is
received by the successful company, (2) four months later when the pump
is received and (3) upon delivery of the completed vehicle.
