There may possibly be some room for negotiation for flow releases if either B.C. Hydro or the Greater Vancouver Water District were to apply for new or revised water licences, thereby giving the Provincial Water Comptroller the opportunity to consider fisheries needs. In the absence of such applications it is extremely unlikely that the Comptroller would be able to review these licences which were issued decades ago. The alternatives left are either purchase of the water or attempting to enforce the Fisheries Act in jurisdictional conflict with the Provincial Water Act over instream water rights. In my view the latter approach would have little prospect for success. J£ the river habitat is improved and if a water supply can be secured it is quite possible that an enhancement ~ facility might be a worthwhile project. Yours truly, PE na W.f4.
