Tenders for Lot "6", Plan 68514

RECOMMENDATION:

That all tenders submitted in response to the City's
call for tenders for the purchase of lot "6n (except Part
included in Plan 71468), District Lot 232, Group One, Plan
68514, New westminster District, for which tenders closed at
12:00 noon on Wednesday, February 4, 1987 be rejected.

BACKGROUND AND COMMENTS:

A total of seven tenders for +he above property were
received in amounts ranging from $231,800.00 to $271,100.00 plus
one tender that had a minimum price of $240,000.00 plus $16,000
for each lot created over fifteen lots.

Unfortunately, due to the manner in which the tender
notice was worded your staff feel that it would be untair to
the other tenderers to accept any particular tender since the
apparent high price of $271,100.00 may, if the expected
eighteen or nineteen lots can be created, not be the highest if
effect is given to the conditional bid ($240,000.00 pius
$16,000.00 per lot over fifteen), Similarly, if consideration
is given to this conditional bid the apparent high tenderer is
placed in the position that his certain bid igs being rejected
in favor of a conditional bid and conditional bids do not meet
The ferms of the tender call.

lf the above recommendation is adopted by Council it
would be the staffs! intention to retender the property after
the RS-1 zoning designation has been affixed to the property by
the new Zoning Bylaw. The new tender call will be worded very
carefully to indicate that no conditional bids of any kind will
be accepted.
