Due to public concern, how-

ting Stella to proceed with the
project has been held at: third
reading pending his application
for building permits. The intent of
council is not to question’ the
integrity of Stella’s plan, but to
satisfy public concern that a four-
plex and not an apartment com-
plex is actually built.

The four-plex, says Stella, will
contain four, 1,300-square-foot
units designed for "higher class"
