“By 1964, 80% of long-term
foreign investment in Canada
was American, $12.9 billion in
the form of U.S. direct invest-
ments in branch plants and sub-
sidiaries. Canada, a relatively
small country, accounted for

31% of all U.S. direct invest- -

ment abroad, more than the
total U.S. investment in Europe,
more than in all of Latin Amer-
ica.

“. . over the period, 1957 to
1964 U.S. direct investment in
manufacturing, mining and pet-
roleum secured 73% of their
funds from retained earnings
and depreciation reserves, a
further 12% from Canadian
banks . . . and only 15% in the
form of new funds from the
United States. Furthermore,
throughout the period, payout
of dividends, interest, royalties
and management fees exceeded
the inflow of new. capital.

“, . a subsidiary could lose
money and still make a net con-
tribution to the parent com-
pany’s income by the profit on
purchases of raw materials and
component parts from the par-
ent, . . . royalties and fees for
management, advertising and
research services . . . primary
. .. purpose ,.. is to earn a
profit for the parent by the con-
trol of markets for the export
of parts, components and raw
material concentrates. It is not
essential that the affiliate show
a profit.

“In the key sectors of the
Canadian economy, decisions
concerning what is to be pro-
duced, where it is to be sold,
from whom supplies are to be
purchased and what funds are
to be transferred in the form of
interest, dividends, loans, stock-
purchases, short-term balances,
charges for management, re-
search or advertising services,

global strategy of foreign cor-
porations,”

May 19 in Moscow by Soviet
Premier Alexei Kosygin and
Prime Minister Pierre Trudeau:

Inspired by a desire to deve-
op and strengthen relations of
‘riendship, good-neighborliness
ind mutual confidence between
she two countries,

Expressing a desire for co-
yperation in the interests of
naintaining international peace
and security in accordance with
the purposes and principles of
the Charter of the United Na-
ions, and

Conscious of the responsibili-
ies of Canada and the Soviet
Jnion as members of the Unit-

xd Nations to promote the pre-
servation of peace,

Believing that Canada and the
Soviet Union can contribute to-
ward the above goals by acting
n a spirit of cooperation, mutu-
il respect and reciprocal benefit,

Endeavoring to improve and
urther develop relations be-
tween the two countries by
means of high-level contacts,
expanding ties and exchanges
in the fields of economy, trade,
science, technology, culture and
northern development,

Noting with. satisfaction. the
conclusion of the Canadian-
Soviet agreement on co-opera-
tion in the industrial application
of science. and technology, and
the development of trade on
the basis of the 1956 trade
agreement,

Conscious of the responsibil-
ity of the two sides to preserve
and protect the environment of
the Arctic and the sub-Arctic
areas,

Fully determined to go on
developing political and econo-
mic co-operation,

The prime minister of Cana-
da and the chairman of the
Council of Ministers of the
Union of Soviet Socialist Re-

publics have agreed on the fol-

lowing:
1. Canada and the Soviet
Union shall enlarge and deepen
consultations on important in-
ternational problems of mutual
interest and on questions of
bilateral relations by means of
periodic meetings.
Such consultations will em-
brace: es
—Questions of a political,
economic and cultural nature,
environmental questions and
other subjects concerning rela-
tions between the two coun-
tries. : i
—Jnternational questions, in-
cluding situations causing ten-
sion in various parts of the
world, with a view to promot-
ing detente, furthering co-ope-
ration and strengthening secur-

subjects of multilateral talks,
including those considered at
the United Nations; :
—Any other subjects in re-
spect of which the parties may

2. In the event of a situation
arising which, in the opinion of
the two governments endan-
gers the maintenance of peace
or involves a breach of the
peace, the two governments
will make contact without de-
lay in order to exchange views
on what might be done to im-
prove the stiuation.

3. The provisions set forth in
paragraphs 1 and 2 above do
not affect obligations previously
assumed by the parties in re-
spect of third states and are not
directed against any of them.

4. The conduct of such con-
sultations between Canada and

the Soviet Union is designed
not only to promote the wel-
fare of their peoples and deve-
lop relations between them but
also to contribute towards bet-
ter relations among all coun-
tries.

5. These consultations, at
levels to be determined by mu-
tual agreement, will have a reg-
ular character. The ministers of
foreign affairs or their repre-
sentatives will meet whenever
the need arises and, in prin-
ciple, at least once a year.

Either party is free to recom-
mend the holding of such con:
sultations, including the time
and level at which they they
should be held.

Paul Robeson’s

The current issue of Freedom-
ways, the quarterly journal of
the Freedom Movement, is de-
voted entirely to a review and
appraisal of the contribution of
Paul Robeson, the international-
ly famous concert artist and
freedom fighter. Robeson, now
73, has been living in retirement
