Rankin and Harris both took
to task the Canadian police chiefs
who recently submitted a brief
to the Canadian government ask-
ing for the abrogation of civil
rights, These proposals, they
said, were an attack on the
Canadian people. ‘‘The first vic-
tim of such attacks are the trade
unions,” said Rankin, as he urged
labor to carry on the struggle
to defend civil liberties.

Pointing to the recent action
by the B,C, Labor Relations Board
in denying certification to the

‘United Electrical Workers Union

on the grounds that it wasn’t a
union in the meaning of the act,
Harris charged that this action
and the police chiefs brief are
both blows at justice.

He branded the war in Vietnam
as a violation of every human
principle and said it was the most
illegal war in history — “so il-

Fight for stronger
Bill of Rights looms

Public opinion in Canada was shocked last week when it
was disclosed that a brief prepared by the Canadian Associa-
tion of Police Chiefs advocates far-reaching attacks on basic
civil liberties which would go a long way towards creating a

police state in Canada.

Vancouver police chief Ralph
Booth is president of the police
chief’s association which pre-
pared the brief for submission
to a federal inquiry on the ad-
ministration of justice. Signed
by Chief Booth, it advocates,
among other things:

@ The right to search homes
without warrants,

@ The right to jail people with-
out filing charges,

eCallsi for a “preventive de-
tention law” that would allow
police to hold “rabble rousers
and troublemakers” to prevent
them from breaking the lawinthe
future.

ized under certain circum-

Immediate reaction in Van-
couver to the brief, and the
defence of it by Chief Booth, was
a statement by Mayor Tom Camp-
bell in which he described the
proposals as “steps toward apo-
lice state.”

Alderman Harry Rankin saidin

a statement:

«The leaders of the Canadian
Association of Police Chiefs want
to take away our basic civil
liberties just to make their own
job easier. In the name of pro-
tecting our freedoms, they would
take them away.”

“If we give them the right
to search homes without war-
rants, jail citizens without
charges, and legalize “bugging,”
what’s left of our democracy?

“Can we afford to let men with
this mentality continue to hold
responsible posts in our demo-
cratic society?

“We certainly can’t allow po-
lice chiefs to pass judgment on
the rights of trade unionists or
political groups, Canadians will
not tolerate a police state,”

Last Saturday some 20 young
people. demonstrated in front
of the police station at Cordova
and Main to protest against
the police proposals. Called by
the Youth Commission of the
Communist Party, the young
people carried placards and dis-
tributed a leaflet calling on Chief
Booth to “retract or resign.”

A statement released this week
by the Central Executive of the
Communist Party said:

“Democratic opinion through-
out Canada was deservedly
aroused by the arbitrary pro-
posals advanced by the Chiefs
of Police in their brief, Os-
tensibly these proposals were
directed at coping with a rising
crime wave, However the ques-
tion could be asked: what has
the undermining of democracy got
