OTTAWA (CP) — The federal government is prepared to amend the In- dian Act to allow Indian bands to manage their own aftairs using community- based planning and develop- ment, Indian Affairs Minister Jake Epp said Tuesday, Epp told the Commons Indian affairs committee that Indians ‘‘want to give persons in jobs demanding knowledge of both French and English. Beatty, responsible for bilingualism programs In the public service, tabulated the figurés at the request of Liberal MP Hal Herbert (Vaudreuil). The statistics indicate 55,685 jobs designated as bilingual were filled as of March 30, 1979, but 16,532 of these federal employees did not meet language requirements of their jobs. The figures resemble those supplied two years ago by the public service - com- mission, the federal agency which hires and fires government employees, The 1977 figures show that 52,209 jobs designated as bilingual were filled but 16,359 of these persons had insufficient knowledge of both official languages to carry out their duties. The linguistically deficient public servants in 1979 in- cluded 10,095 English- Canadians and 6,-437 French-Canadians, “Of.this 16,532, there were . 14,953 employees or 90.4 per eent (8,825 anglophones and 6,-128 francophones) who were exempted from meeting the language Tequirements of their po- sitions because of in- . cumbents” rights, long service or age eén- titlements,"” Beatty said ina letter to Herbert, . Beaver, an Indian from southern Ontario, said IJn- dians suffered because of the constant bickering between the brotherhood. and the department aver policy.
