It is our sincere hope that your visit will prove fruitful, .in that you may gain an insight” into the thinking of local residents:and impart to us some information con- cerning the ° provirice’s. ‘approach to -current economic problems and. future development of this . region. _ Jt is appreciated that your ‘time is limited, during this visit, therefore my remarks will be general in nature and as brief as possible. We feel that Terrace is the logical location from which to service the development ' of the Pacific northwestern region of the province. The Council is quite prepared to cooperate with the province and. other local authorities in furthering the develop- ment of this community as a service and supply centre. Toward this end we would like to see your government proceed with the con- struction of the proposed Skeena Health and Human Resource Centre in that the land has already been purchased and the planning and architectural work has: been completed. The con- struction of such a facility would not only support the concept of Terrace as a regional centre but would also stimulate the local construction industry. Other proposals of interest to this community are rail: and pe road construction to the north, establishment of a- Public Transit system between Terrace and Kitimat, some move to -further the development of the Hotsprings, establish- ment of a Ferry ‘Terminus at Kitimat, and the: ‘development of a cedar manufacturing plant. RAIL’ AND ROAD CON- STRUCTION NORTH Rail construction to the north .woyld make the District of Terrace ae development and tran- sportation of - natural resource products reasonably economical. Improvements to the existing road _ -linking Terrace with the Stewart- Cassiar Highway or the development of a new high- - way to-cormect Terrace directly into the Highway. No. 37 system would cer- tainly enhance the existing distribution centre function and improve our position with respect to travel in- dustry (tourism). PUBLIC TRAN- ‘SPORTATION BETWEEN TERRACE AND KITIMAT It is presently. estimated that: 300 workers commute daily between Terrace and Kitimat. The various proposed developments . planned for Kitimat could create a shortage of housing in the community, while in Terrace we have an excess of vacant houses. It would be. beneficial to both com- munities if the housing shortage in Kitimat could be absorbed by Terrace. A public transit service would make this suggestion feasible while at the same timé conveniencing shop- rs, air travellers, etc. . HOTSPRINGS DEVELOPMENT Reports to date indicate that this natural resource is not being utilized to its fullest capacity. The present Lakelse Lake and Kleanza Creek sites are being -utilized to capacity. Development of Ferry Island. would meet the present need for additional facilities as well as provide for further requirements and would also benefit area businesses. The Terrace and Kitimat City Councils are presently preparing a rochure pointing out. the various activities which are held in both communities - throughout the year. Possible development of the new:ski hill for summer use could provide an additional - tourist attraction if properly planned and implemented. CEDAR MANUFAC- TURING PLANT The development,,.of..a cedar processing plant is a -‘yenture which could best be undertaken. by the com- panies presently holding timber rights within our area, In the event that these companies are not in- terested, we urge that your government consider the reallocation of cutting rights for cedar, in order to further the development of a processing plant, as such a facility could convert raw materials. into finished products such as panelling, building logs (pan abode, ete.) and many other products too numerous to list. This industry _ if established would certainly benefit the local economy and improve . — the Municipality's tax base. _ In: summary, Mr. Minister, we realize: that industrial. development, employing large numbers of people, is hard to come by, and alihough this would be nice and would solve many of.our problems, it just isn’t possible for anyone to. snap ~ their fingers and have in- dustry appear. What we are- really saying is that due to our geographic location and many services already established, we are definitely interested in. being. the service and ‘ distribution centre .of the ‘Pacific northwest, and are very receptive to industrial - development. Toward this end, may we again em- phasize ‘that the Council of - the District of Terrace are quite willing to work and _cooperate’ with provincial,. ‘regional and other local. . authorities in the planning and development of this. area, and are also prepared, — at this time, to consider the . question of boundary ex-. pansion, if it. is deemed necessary and desirable: to all-parties concerned. © coe epeen sg
