DISCUSSION: The proposed development conforms to the Official Community Plan. The preliminary design submitted with the application mostly conforms with the provisions of the RM-4 Zone and design guidelines for the area. Council has, to date, frozen all approvals for development in the proximity of the Woodland - Kitchener intersection until final resolution of this intersection is achieved. In consideration of the need to obtain some lands from this project for the right-of-way of the realigned Kitchener Avenue, it is recommended that the application be allowed to proceed at this time. Final adoption of this project will be dependent upon completion of road construction for the intersection. The project excludes one lot designated for multi-family development under the Official Community Plan, at the corner of Patricia Avenue and Woodland Street. The said lot could not be redeveloped as multi-family on its own due to its small area. The applicants of Rezoning 40/90 should be strongly encouraged to incorporate this lot into their project or, failing to do that, provide satisfactory proof that the owners of the lot at the corner of Patricia and Westwood are not interested in participating in the development at this time. The proposed development conforms with the Official Community Plan, will provide needed seniors and multi-family residences, will facilitate the realignment of the Kitchener - Woodland -— Westwood intersection and is provided with vehicular accesses that will minimize any traffic intrusion on the surrounding single family neighbourhood.
