Peters, P.Eng., City Engineer ’ SUBJECT: Bicycles In Underpass ~ Public Works Committee . September 2nd, 1986 RECOMMENDATION: THAT bicycle baffles be installed on the sidewatk on Shaughnessy Street at each end of the underpass; AND THAT the estimated cost of $2,000.00 be taken from the unallocated funds in the Publie Works budget, BACKGROUND AND COMMENTS: Complaints. and petitions have been recelved by the Committee regarding the continued riding of bleycles on the sidewalk through the underpass, As this sidewalk fs narrow and restricted on both Sides, there is no way for pedestrians to dodge cyclists and pedestrians tear they may be struck. ; The Passing of a Bylaw Prohibiting bicycles on the sidewalk would not help as the Provision Is already in the Motor Vehicle Act and cannot be adequately enforced. The City already has signs at both ends requiring cyclists to dismount and this aiso has not solved the problem. The Committee is anxious to do something to try to assist the Pedestrians but has not been able to come up with a solution which would truty prevent bicycles trom riding on the sidewalk. The recommendation of the Committee to instal! bicycles batfies 1s not supported by the City Engineer for the following reasons: 1. Bicycle baffles have been designed to slow bicycles down but do not force cyclists to dismount.
