SUBJECT: Rezoning R24/85 2191 Prairie Avenue. RECOMMENDATION: That City Council direct the Clerk's Office to prepare a bylaw rezoning Lot 47 D.L. 465, Grp. 1 Plan 26362 NWLD from RS-1 to P-2. BACKGROUND: This application was submitted to City Council November 18, 1985 for a duplex. The application was tabled at the applicant's request because of the Church. COMMENTS : The property in question is located at the north-east side of the inter- section of Prairie Avenue and Shaughnessy Street. It is this report's opinion the location is suitable for a church because of its good access and visibility for traffic. In addition it would be noted, there will not ‘be a problem of interference for local residents as the property ia located at the intersection of two arterial roads. Design of the proposed building for the church follows a house style of appearance to make it fit in te the surrounding neighbourhood. Shape of the building will resemble a bungalow house with a basement. Entry into the church will be away from the road to further reduce its visual impact. The Layout of the parking lot for the church, is for traffic te enter from Shaughnessy Street by a right turn and to exit onto Prairie Avenue. As parking is at the back of the lot, neighbouring houses will be visually screened by a fence. In conclusion, this report is recommending approval by City Council of the bylaw to rezone the subject property for a church. The rationale for supporting this application is that the location is a busy intersection, that is not suitable for residential, but is in an area where commercial use is not permitted. The proposed Church will provide a good use of the corner and will not detract from the neighbourhood.
