Overend, February 2nd, 1976 THAT the City Clerk prepare the necessary By-law and arrange for the required Public Hearing thereon; AND THAT the City Engineer and Planning Officer complete the Plan of Subdivision for the proposed development. Tabled. Prior to the question being called on the foregoing proposed resolution, a discussion ensued, and Alderman Trahoulay stated he felt the proposal should have been scrutinized by the Committee and then submitted to Council for consideration; therefore, he proposed the following motion: Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That the foregoing proposed resolution approving in principle an application for subdivision at the South-west corner of Lincoln Avenue and Cedar Drive be deferred for one week. Carried. Aldermen Laking and Ranger voted against the resolution. Prior to passage of the foregoing resolution, Alderman Keryluk stated he did not think one week would jeopardize the success of the development, and Mr. R. Spani, the applicant, agreed although he mentioned he was anxious to get the work underway. DELEGATIONS : From Alderman J.J. Keryluk, January 30th, 1976, advising that Mr. Director, FVRL re ‘76 budget, ete, W.H. Overend, Director of the Fraser Valley Regional Library would be in attendance this evening and submitting some supportive information with respect to the 1976 FVRL Budget.which had been tabled at the January 19th, 1976 meeting pending reconsideration thereof by the Library Board. Prior to discussion on the above-noted subject, Mayor Campbell stated he was pleased tn advise that Alderman Keryluk had reconsidered his request to be removed.as the City’s representative on the Fraser Valley Regional Library Board, and had agreed to continue serving in that capacity. Alderman Keryluk stated he had attempted to supply all the information the Courcil had requested with respect to the 1976 FVRL Budget and that Mr. Overend was in attendance to clarify any further difficulties in that regard. Alderman Traboulay inquired as to the impact of Richmond leaving the library service, and Mr. Overend advised that the remaining 16 municipalities will find their assessments for 1976 5% higher than they would have been had Richmond stayed in. Alderman Traboulay expressed concern at a rumor that Surrey is preparing to pull out, and Mr. Overend stated he did not think Surrey would be leaving the service, but in any case that municipality could do nothing until the next municipal election
