October 27th, 1975 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAliister Avenue, Port Coquitlam, B.C. on October 27th, 1975 at 7:30 v.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, Mabbett P.R. Ranger, M.A. Thompson, and L.M. Traboulay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Engineer V.G. Borch, P.Eng., Planning Officer Lanson Lee, Fire Chief W.S. Wingrove, Works & Utilities Superintendent G.W. Ulmer and Mrs. M.K. Warwick. CONFIRMATION OF MINUTES: ; . Minutes - Moved by Alderman Keryluk: October 20/75 Seconded by Alderman Mabbett: That the minutes of the regular meeting of this Council held on October 20th, 1975 be taken as read and adopted. Carried. UNFINISHED BUSINESS: From the City Clerk, October 10th, 1975 with regard to the discussions on stump burning in the City and the resolutions proposed at the regular Council meeting of September 15th, 1975 wherein the Matter was deferred until after the September 30th visit to Bellingham. Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That By-law No. 928 and the Subdivision By-law be amended so that Ban on open burning all open burning will be banned within the City except for the Clean-up periods in the Spring and fall of each year, Carried. Mayor Campbell,Aldermen Keryluk and Thompson voted against the resolution. Prior to passage of the resolution Alderman Traboulay noted that this problem had been an on-going one since 1970 and that the major problem with open burning appeared to be that of the fly-ash which resulted. He noted that he was not opposed to the new ‘smokeless burner' and that any by-law should be written in a manner to permit operation of same as well as not restricting the use of outdoor barbeques as his objections were directly related to land clearing projects.
