APPEAL

- This is our final appeal. By the time that this edition
of the Tribune reaches most of our readers, there will
only be one week remaining in our 1980 financial drive.

In this one week we need to raise more than $20,000
to reach our target of $65,000.

Saturday, June 21, several hundred of our supporters
will gather at the Tribune victory banquet, waiting for
the announcement of how much was raised. Your
donation, this week, could be decisive to the announce-
ment we are able to make. 5

We note that every area of B.C. has now sent in some
money towards our total. Many press clubs have.
already surpassed their quota, while others are only a
few dollars away.

But we must register one point very strongly. If each
press club merely makes its target, we will fall several

thousand dollars short of our $65,000 target.
Over the past two months, hundreds of dedicated

Tribune supporters have devoted much time and
sacrifice to our financial campaign. The $43,000
already raised is the result of their efforts, and their
understanding of the need for a healthy, strong Tribune.

We appeal to all these supporters, and to those sup-
porters who have not yet joined our drive, help us raise
the $20,000 we need.

Mac-Paps present case
for veterans’ status

Len Norris, national president,
Veterans of the Mackenzie-Papin-
eau Brigade, writes: From May 20
to 22, the Mac-Paps held an ex-
tremely important conference in
Ottawa, the objective being the
presentation of a brief to the fed-
eral government outlining our ba-
sic reasons for recognition of those
Canadians who fought in the
1936-1939 Spanish War, and their
entitlement to the same benefits,
rights and privileges as those mem-
bers of the Canadian Armed
Forces who fought against the
same Rome-Berlin-Tokyo fascist
Axis which we had confronted
when we went to aid in the defence
of the Spanish Republican govern-
ment of 1936-1939.

The brief correctly pointed out
that World War II was but a con-
tinuation of the first armed struggle
against fascism. Failure to.prevent
victory of traitorous Spanish gen-
erals headed by Francisco Franco
resulted in the establishment of a
brutal dictatorship that would last
three times longer than that of the
German Nazis under Hitler.

The brief mentioned Dr. Nor-
man Bethune, the first Canadian to
volunteer his services to the young
Republic, who today is nationally
and internationally recognized for

methods at front line positions. His
home in Bracebridge, Ont., is to-
day a national shrine and a statue
of him stands in downtown Mont-
real — fitting tribute to his enor-
mous contributions to. the anti-
fascist cause.

That Canada only belatedly ac-
corded one of its greatest sons rec-
ognition may: tend to make one
think that those of us who now seek
our rightful place in history will get
it only when we, too, have been
given the deep six. :

But Canadian public opinion
has demonstrated that it is deeply
sympathetic to our cause, and can
see no justification for any post-
ponement in rectifying attitudes of
former governments in this matter.
The brief notes that Canadians are
favorable to our campaign as ex-
emplified by six major centres —

Toronto, North York, Ottawa,
Winnipeg, Calgary and Vancou-
ver, which went on record through
their elected councils for govern-
ment recognition.

In November 1979, the NDP,
meeting in national convention
voted unanimously for much the
same resolution. In addition, such
well-known and large universities
as York University, University of
Toronto, Ryerson Polytechnical
and others have passed resolutions
and signed petitions in their hund-
reds

The brief concluded its case by
mentioning three actions taken by
one or another arm of government:
(1) Production of the National
Film Board film Los Canadienses;
(2) the reception held by the Cana-
dian Embassy in Madrid in 1979
for our Mackenzie-Papineau dele-
gation which was revisiting Spain at
that time; (3) the granting of funds
through the New Horizons pro-
gram to the provinces of B.C. and
Ontario for the express purpose of
publicizing and writing our history.
The closing paragraph summed it
up in the following words:

‘We know that in being the first
Canadians to actively fight against
nazism and fascism we were patri-
otic Canadians. We also know that
this truth, this fact of life, must be
recognized and become known one
day. What we seek is that our gov-
ernment put its official stamp of
approval on our action by recog-
nizing us and thereby not make any
distinction between those Cana-
dians who were in the first conting-
ent and those who came after us
and fought the same enemy.”’

Editor’s note: So far, the gov-
ernment has not moved anywhere
on the Mac-Paps’ demand. Vet-
eran affairs minister Daniel Mac-
Donald, following a meeting with
the veterans, did agree to study
changes in the present policy but
hasn’t reported yet on his delibera-
tions. And a motion for recogni-
tion, advanced by NDP leader Ed
Broadbent last month, did not get
the necessary unanimous consent
and therefore died on the order
paper.

Treaty gives one out
of five salmon to U.S.

They were: first, a freeze on present
levels of interception; second, a
renewed commitment to salmon
enhancement; third, the equality
principle of harvest according to
production.

The Americans have no inten-
tion of living up to the spirit of
those principles, Hewison told the
Tribune in an interview this week.
The U.S. has not dropped its claim
to a “‘historic fishery’ on the
Fraser River and wants the Fraser,
the largest salmon producing river
in the world, excluded from the
calculation of “‘equality.”” The on-
ly one of the principles which many
have relevance then, he added, is
the principle of freezing the present
imbalance.

“Tt is inconceivable that equality
will be achieved unless Canada has
a contingency plan and unless it
takes some steps to actually gain
equality,” he said, ‘And unfor-

‘tunately, the Canadian govern-

ment shows no interest in doing
that.”

The U.S. is being very aggressive
in negotiations and is applying one
pressure play after another to gain
a favorable agreement to their side.
The most recent was a speech by a
U.S. senator threatening ‘‘a fish
war’’ unless Canada temporarily
closed the Fraser River to commer-
cial fishermen. Last week the
department of fisheries announcd
an unprecidented eight week
closure for gillnetters, an act which
has enraged UFAWU members,
with some insisting that they will
fish the river in defiance of the
closure.

Fisheries officials expect a total
run of 25 million salmon returning
to B.C. rivers this year. The U.S.

- will take better than one in five of

those, Hewison said.
“That is continentalism in prac-
tice, not equality.”
