OTHER REMARKS: There is room to discuss policy in Colbective Bargaining. For example,

; CU.P-E. has defined poLicy on many items included in Cofbective Agreements -
Municipalities have not and in most cases rely on what other municipalities
have agreed to rather than basing their decision on any rationale. Perhaps
through research, a set of guidelines or objectives could be developed
to ensure that municipal settlements anre-kept in Line with benefits paid
for similar work in the private sector,
