Eng., City Engineer SUBJECT: Request for Block Party ~ Earls Court (Public Works Committee Meeting June 7, 1989) RECOMMENDATION: That the request to hold a Block Party in Earls Court be approved and that the City Engineer be instructed to Provide the necessary barricades, to the local residents, to block off entrance to the cul-de-sac for the duration of the party. BACKGROUND AND COMMENTS: The attached letter from Ms. Robertson, organizer of the party, provides the background to this request. In considering this request Council' attention is drawn to the following: a. In the past several years , Council has approved all of these requests, b. Following Council's approval and instructions, City crews would drop off the necessary barricades in the boulevard for the local residents! use. This is usually done in the afternoon of the last working day before the event. The barricades are picked up in the morning of the first working day after the event. By approving these requests and leaving it up to the local residents to erect and dismantle the barricades the City may ke inheriting some or all liability should an accident occur or something go wrong. Admittedly, these block parties have taken place in the past without incident, In view of the lack of Problems associated with these parties in the past and to encourage good neighbourliness the Committee recommends that this request be approved.
