is is a report as requested on the feasibility of
Closing tue ./.tcher Bump due to the number of complaints from
residents on welcher Avenue about dust-and noise from City
vehicles and aiso private vehicles on Sundays.

SITUATION

. The attached sketch shows the location of the dump

in relation to the old high water mark of the Coquitlam River.

It can be seen that the majority of the dump area is outside

the surveyed high water mark. At the same time you will see

that the river has straightened itself or been straightened

by dyking and no longer follows its original channel. Th

City boundary is Gefined by the centre of the former channel
rather than by the high water mark. t is therefore not

obvious whether ox not the garbage dump is still within the
boundaries of the City. Mor-is it obvious whether or not the

dump can be considered to be on accreted land, since accretion

can only occur to the centre of the old river channel. It is. .
possible that the City could establish ownership of the additional
property on the basis of accretion but it would involve high
survey costs because of the lack of survey information when

the original boundary was established. ,

PROBLEMS

1; Complaints of residents of Welcher Avenue about
dust, speeding cf vehicles, noise, and shaking of the houses,
result from use by our trucks and by private vehicles on Sundays.

2. The dumping of garden refuse is difficult to
police. People sometimes bring in loads of demolition debris
disguised with garden refuse and sometimes dump along tiie road
before getting to the dump. There is also a potential rodent
problem since some garbage does seem to get in along with the
garden refuse.

3. People sneak in to dump while the gates are open
during the week and nobody is patrolling.

4, It is difficult to keep non-residents from using

the dump.
