B4 - The Terrace Standard, Wednesday, November 4, 1998 Terrace Fire chief — helos Puerto Ricans FIRE CHIEF Randy Smith is back. He retumed to Terrace Oct. 29 after spending three weeks in Yauco, Puerto Rico helping people affected by hurricane Georges. When Smith, who is a Canadian Red Cross worker and a skilled emergency coordinator, was asked by the Amcrican Red Cross if he would volunteer to help with relief efforts, he jumped at the offer. “Tt was a great opportunity to juggle a variety of different jobs and to manage the situation,’’ he said. While in Puerto Rico, Smith was busy from 8 a.m. to 6:30 p.m. He distributed food and supplies, comforted pcople who had lost their homes, served meals and helped keep the peace between various aid organizations. Smith said people joked and called him the Canadian peacekeeper. Since he was hired to help manage and ‘coordinate relief efforts, he often called mectings so the Baptists’ services, the local government, the Puerto Rican Red Cross and the American Red Cross could talk and work together to move aid in the same direction. According to Smith, life for the survivors ‘of the burricanc, which recently devastated several Caribbean Islands, Florida, Ala- ‘bama, Mississippi and Louisiana, was “bleak. About 1,200 Puerto Ricans lost their homes and were living in temporary shelters in schools, factories and churches. Smith said the hurricane was so powerful that power poles were broken in half, roots were ripped off homes and windows were biown out of apartment buildings. Any houses made out of wood, he said, were severely damaged, He said he spent a large portion of his day visiting and talking with survivors in ofder to assess their needs. Often, he said, he would have to get pres- criptions or personal items that peoptc needed from their homes. The remaining portion of the day, he spent delivering supplics and tending to about 200 people living in an abandoned factory. He served meals and distributed fruit and supplies to children who were in need. He said people living in the sheller used sheets and tarps to partilion azeas so families could have some privacy. But with children running around, radios blaring, and the everall chaos involved with 200 people living under one roof, he said times were tough. “Living conditions were less than ideal,” he said. ‘‘Outside it was about 90 degrees, so inside it was even hotler.”’ Smith said portable toilets were brought in, but there was always a lineup for them, There also wasn’t clean drinking water {they had to bring in bottled water), and there wasn’t electric power (power lines were still down.) He said the storics people told him about the storm were incredible. “One woman was telling me how it started off as just a dark rainy day, then it got really quiet —- it was the eye of the storm. Then it started raining really hard, and 150 mile an hour winds took the roof off her house, Her family had to hold onto things while the storm lasted the whole night.’’ a Making Terrace beautiful!
