The Task Force's main recommendation is that the GVRD seek enabling legislation to adopt a Regional Strategic Plan that would identify growth management and transportation policies, Green Zone areaa, major centres, and social and economic development objectives related to the development of the region. The GVRD is presently preparing such a plan, but has no clear powers to adopt it. . The Task Force recommends that this Regional Strategic Plan reflect a broad consensus of member Municipalities. Services provided by the GVRD and Official Community Plans prepared by individual municipalities must conform to the policies of the Regional Strategic Plan. The GVRD would be responsible for monitoring the effectiveness of the Regional Strategic Pian in meeting regional goals for a period of three (3) years. DISCUSSION: A Regional Strategic Plan would be beneficial to Greater Vancouver in managing growth on a regional basis.and identifying transportation, infrastructure, open space and social needs over the long-term to accommodate and reflect growth. It is, however, important to ensure that such a Regional Strategic Plan does not interfere with or overrule a iocal Council's power to make decisions on specific land development issues. It is recommended that the City of Port Coquitlam endorse the Task Force's approach of seeking legislation to prepare, adopt and implement a Regional Strategic Plan, and also ensure that local Councils retain powers to make changes to and approve changes that may affect their local jurisdictions. eae Carlos Fe}4p, oe M.c.f.P.
