THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM Bryan Kirk DATE: January 2, 1990 City Administrator Environmental Protection Committee Hiring a Consultant to Establish a Recycling Program (EPC Meeting, December 19, 1989) Recommendations: 1. That the firm of Dayton & Knight Ltd. be hired to develop a recycling program for the City in accordance with terms of reference approved by Council on November 6, 1989, at a cost not to exceed $12,000. 2. That uncommitted monies available in the recycling reserve fund, estimated to be $13,900 to the end of 1989, be utilized te fund this work. Background and Comments: On November 6, 1989, Council approved the Committee's recommendation that proposals be sought from consulting firms to develop a recycling program for implementation in mid 1990 when the current newspaper collection contract with International Paper Industries expires. Proposals were received from Stanley Associates Engineering Ltd. and Dayton and Knight Ltd. The proposed work programs submitted by both firms were quite extensive, going beyond what was envisioned when the terms of reference were prepared. Estimated costs for the work ranged from $17,600 to $24,600 for Stanley, and from $9,900 to $18,600 for Dayton and Knight, depending on the scope of work proposed. The Committee is confident that the proposed scope of the work can he Significantly reduced by meeting with the Consultant and apprising him/her of information available at the GVRD offices as well as at municipalities which have established programs of their own. Both Consultants are judged to be capable of carrying out the work. Dayton and Knight have been selected because of their lower estimated cost to the City. a HY ico fe iw D.G. Riecken, P. Eng.
