wa GOUNCIL SEP 17 1979 Mayor and Council September 14th, 1979 Environmental Protection Committee The Environmental Protection Committee met on Wednesday, September 12th, 1979 and the following items were discussed. . ‘ l. Meridian Village Day Care The Committee was informed that Meridian Village Day Care, which was previously operated by the New Westminster 'Y' has changed Management and is now being operated by a new society called the Port Coquitlam Day Care Society. The Greater Vancouver Housing District will continue to have a financial interest in the Centre and there will be no change in the number of children in the operation. In addition to this change, the Society has asked the licencing authorities for permission to add a child minding service for up to 15 children in the same community building in Meridian Village. A room has been set aside for this operation and the Health authorities have asked if the use meets with Council approval. Under our By-law, child minding use is restricted to 5 children in a Residential Zone or up to 20 children in an Institutional Zone. In this case, the property is not specifically zoned but is covered by a Land Use Contract. The Contract does not make specific provisions for the use of the community building and therefore the Committee felt that as it was specified as a Day Care and multi-use building that it could be interpreted that proper use be made of it for such things as Day Care and Child minding. The Committee therefore recommends that Council give approval to a Child minding use in the Meridian Village Day Care Centre subject to the building meeting the requirements of the building and fire regulations. 2. Piggery Onerations The Committee also reviewed information regarding piggery operations and will be pursuing this further with other municipalities and the Green- zone Committee of the Provincial Government. The Committee will report on this in the near future. 3. Grant Street Boarding Home In addition, the Committee reviewed the Grant Street Boarding Home operation and will report after further information is obtained. LDP /w
