February 16th, 1976 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C., on February 16th, 1976, at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, E.W. Mabbett, P.F. Ranger, M.A. Thompson, and L.M. Traboulay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, Gity Engineer V.G. Borch, P. Eng., Planning Officer Lanson Lee, Recreation Director Janna Taylor, Works & Utilities Superintendent G. Ulmer, and Mrs. B.M. Aalten. Prior to commencement of the Zoning Public Hearing, His Worship Mayor J.M. Campbell advised that members of the Ninth Coquitlam Girl Guides were in attendance to assist them in acquiring their Citizenship Badges, and he then welcomed them to the meeting. ZONING PUBLIC HEARING: His Worship Mayor J.M. Campbell advised the meeting the following proposed By~law to amend the "City of Port Coquitlam Zoning By-law, 1969, No. 918" would now be considered: By-law No. 1421: to rezone Lots 42, 43, 44, and 45, Blocks M & N, District Lot 289, Group 1, Plan 2078, New Westminster District, from RM~ 2 (Medium-Density Apartment Residential) to RM-4 (Maximum-Density Apartment Residential). The properties described above have the civic addresses of 2236 and 2244 Atkins Avenue and it is expected that a 13-suite apartment building will be constructed on the site following completion of the rezoning procedures. The Planning Officer spoke to the proposed development and advised that the site is located at the South-east corner of Atkins Avenue and Donald Street, and is about one-third of an acre in size. He further advised that the proposed apartment would contain 13 suites -— the main floor containing only one suite and a utility room — with the second and third floor containing 6 suites each, and that parking is provided at the rear at a ratio of 1.5 - half of which would be under cover and the other half in the open. The Planning Officer also mentioned that there would be ample open space provided adjoining Donald Street, and that the landscaping would be done in such a manner that there would be two berms in front of the building to serve as a screen, a planting of various Zon.
