Mayor and Council June 7, 1974 3. Civil Defence By-law Council requested that we review the present City of Port Coquitlam Civil Defence By-law to see if there was adequate authority to cover emergency powers of the Mayor and Council. As a result of contacting Victoria on this matter they have sent us a current by-law recommended to be adopted by municipalities and covering emergency measures. After reviewing this by-law we feel that the by-law presently in force in the City is adequate. The problem that we find with the draft for~ warded from Victoria is that it is not consistent with the present wording in the Civil Defence Act whereas our current by-law does conform with this wording. Council may recall that we revised our Civil Defence By-law last year. The body delegated to deal with matters in an emergency is defined as a Control Committee under the By-law and the amendments carried out in 1973 defined the line of succession of members of this Committee with the Mayor being the Chairman. It would appear that there is adequate power vested in the Mayor or Chairman of the Control Committee under our current by-law and I would recommend that the by-law be left as is. If the Civil Defence Act is amended in the future it may necessi~ tate amendments to our by-law. 4. Flood Control Program Alderman Traboulay asked me to find out the reason for the sandbagging operations on Colony Farm property. It appears that Colony Farm has undertaken to construct some secondary dykes on a portion of their property. This area does not come under the control of the Dyking Commission and there are apparently some dykes that are not wide enough to drive a vehicle along to dump gravel for dyke protection in times of high water. Rather than improve this piece of dyke to a standard that would permit vehicular access they have apparently decided to back it up with a secondary sandbag dyke. At a meeting held with the Water Resources Branch, Department cf Highways, and some members of our Council on May 8th the Water Resources Branch informed us that. our dykes were in good condition and are acccessible to trucks via a road along the top of the dyke and it is therefore not necessary to carry out any sandbagging operations at this stage.
