CHRIS CHICOINE PHOTO Airport ticket collection no longer a city job THE CITY will no longer process parking tickets issued at the airport. - City council has voted to turn the job, which costs the city money, over to the society that runs the airport. Under the arrangement that was in place, the airport society issued $25 tick- ets and the city processed them, wrote letters to violators and turned tickets over to a collection agency where necessary. The city got $15 out of each fine paid, while the airport got $10. But city chief administrative officer Ron Poole said the city was losing money while the airport took in considerable re- venue from people who paid for parking at automated machines there. The city got about $2,750 from fine payments but spent more than $6,500 pro- cessing tickets, he said. The airport took in $80,000 last year from motorists who paid for parking there. “Administratively, it’s a nightmare, it’s costly and we don’t want ta be involved,” Poole said, He said 90 per cent of the tickets the city handled were for the airport. Since the city handled tickets, it was also where some recipients went to complain. Poole said the city had complaints from people who claimed they were un- reasonably ticketed by attendants there when ticket dispensing. machines mal- functioned or when they had gone in for chine. just a minute to get change for the ma- Such claims are generally not true, said airport manager Rick Reed, The machines hadn’t broken down since last summer, he said. “Generally our staff are very courteous with customers,” Reed said. “They da give them five minutes grace on the curb or in the parking stall,” Cla Sait .07 11 milion readers nation-wide for $1411 AuToMoTIVE: **: aboul establishing” ote sslablishing your credit this year? They weren’t asked to in- vestigate social impacts gambling might cause. The community casina proposed by the Best Western Terrace Inn would bring the city an estimated $750,000 ~ or $1.2 million if the province allowed it to be a destination casino, which would include a conference centre. That’s based on the total estimated gambling take and the city’s cut of the winnings. It would be the largest combined revenue source of any property in the city, the administration report says. “The city’s financial tax base is such that we need this type of economic stimulus,” said chief ad- ministrative officer Ron Poole. For the city to raise as much money as the casino would produce, finance director Judy Degerness said, council would have to raise property taxes 9.5 per cent. City would hit big time jackpot from its cut of gambling bucks if it gave green light to casino Pul another way, she said the revenue generated would be the equivalent of the taxes paid if the city got six new stores the size of Canadian Tire, three Skeena Mails, or a new sawmill larger than Skee- na Cellulose. - The $750,000 generated is based on the casino meeting ifs revenue nro- ,jections, she said. There would be plenty of tempting ways to spend . the influx of cash. If the city chose to build a $7.6 million multi- plex — and had no govern- ment grant ta do so - it would cost $653,000 a year for 25 years, Deger- ness said, Public works director Herb Dusdal said channel- ling the money to road construction would see the city complete all essential street rebuilds, including Lanfear Hill, within 10 years and quickly phase out the need for residents to pay for their own street paving. “Without a substantial increase in revenue for roadwork, road quality will decline over the next 20 years to an unacceptable level,” Dusdal predicted. Poole also raises the possibility a neighbouring community could get ap- proval to build a casino, meaning Terrace would feel the effects but get none of the money fram it, The report also argues the casino would act as a “key generator” to encour- age activity downtown and ‘promote downtown revita- lization. and. redevelop- ment along Greig Ave. Community Location: Time: a.
