THE CORPORATION OF THE CITY OF PORT COQUITLAM 0 lj \ C . MEMORANDUM | a | p EC 11 1978 TO: Mayor and Council December 8th, 1978 FROM: Building and Protection Committee Report from the Building and Protection Committee Meeting. IN ATTENDANCE: Alderman G.R. Laking, Deputy Chairman W.S. Wingrove, Fire Chief J.N. Boileau, Deputy Fire Chief Re: Proposed purchase of 85-foot aerial platform with 1050 IGPM quintuple pumper, booster and hose truck including specified equipment. Background: Before going to tender, two firms who build fire trucks were approached for an estimated cost of an aerial platform equipped to our specifications. This was done to try and establish the funds necessary to prepare a borrowing by-law. These two estimates were approximately $185,000 and $220,000. The latter being a conventional aerial with a basket attached which really was not what we required. The company who estimated $185,000 tendered and their bid was $246,000. The other company's bid came in at $276,000. This leaves only one company with a bid near to the sum that was put in the borrowing by~law. Anderson's Engineering Ltd. represent Hi~Ranger Snorkel which is built in Fort Wayne, Indiana and they completed their tender with three alternate chassis as we requested. The Hi~Ranger Snorkel was one of the first articulating boom platform fire vehicles built and is very popular in most larger depart- ments who, like ourselves, prefer this type of aerial because of safety to firemen, water lines to basket are all permanently installed, basket is equipped with oxygen, axes, pipe poles, extra hose and nozzles to advance lines onto or into a building, flood and spot lights, intercom system to pump operator and rear control operator, and a very important safety feature to protect the firemen in basket is spray nozzles under the basket which can be activated by a foot pedal in case of an unexpected flare-up while over a burning building. The chief mechanic for B.C, Hydro, who have eight Hi-Rangers, was contacted and he spent some time at the No. 1 Firehall going over the specifications and answering our queries. He praised the Hi-Ranger and assured us they have had no problems with theirs, the oldest being ten years old. The chief mechanics of Vancouver and Surrey also spoke favourably of this unit. [icas
