SUBJECT: Pre-servicing of Lots on Langan Avenue

RECOMMENDATION:

THAT the City front-end the estimated cost of $12,500.00
required to pre-service seven Lots fronting on Langan Avenue
east of Pitt River Road;

AND THAT the cost of pre-servicing be charged against a
Deferred~Account to be set up by the City Treasurer.

BACKGROUND AND COMMENTS:

Council is aware cf the recent gale of City property located at
the intersection of Langan and Taylor. In order for homes to
be built on these lots, the developer will be constructing a
number of engineering services including sanitary sewers, storm
sewers and road re-~construction to the ultimate standard on
Langan Avenue between Pitt River Road and Taylor Street. The
City cannot, however require the developer to provide service
connections to seven existing lots on Langan Avenue outside of
the boundary of development. The existing lots in question are
Lots A, 22, 23, 27, 28, 31 and 32 (see attached sketch). Some
of these lots have existing service connections while others do
not. Lots A, 22, 23, 31 and 32 require sanitary connections.
Lets 22, 23 and 32 require water connections. All seven lots

require storm connections.

In view of the fact that Langan Avenue fronting these lots will
be reconstructed to its ultimate standard at this time it would
make very little sense to leave these lots unserviced. To
adopt this position would mean that when the service
connections (sanitary, storm and water) are needed at a later
date, it will be necessary to dig Langan Avenue up again. To
avoid this, the City should front-end the cost of providing
services to these lots now and recover these costs from the
owners of these properties subsequently. The total estima.ed
cost for providing the required service connections including a
short section of sanitary sewer extension to these lots is
$12,500.00. The actual work involved in providing sanitary and
atorm connections to these lots will be done by the developer's
contractor while the dnetallation of water service connection

will be done by the City forces.
