| Minutes - ‘Feb. 14/77 | i Mr. Bill Casson ire G.V.R.D, Meridian Vil~ ilage "Situation (Report! & proposed joint housing/library facility q February 2lst, 1977 Questions from the gallery regarding the future configuration of the lots to the north and the access to the lane from the north were dealt with by the Planning Officer and Alderman Laking advising that several suggested layouts for the properties concerned were on file for the use and information of any future Council at such time as the application for rezoning was submitted. No one was present in opposition to the two Proposed By-laws and following conclusion of the Hearing at 7:40 p.m., the regular Council meeting then convened. CONFIRMATION OF MINUTES: Moved by Alderman Thompson; Seconded by Alderman Laking: That the minutes of the regular meeting of this Council held on ‘February 14th, 1977, be taken as read and adopted, Carried. DELEGATIONS: From the City Clerk, February 15th, 1977 advising that Mr. Bill Casson, Director of Housing, Greater Vancouver Regional District would be in attendance this evening at the request of Mayor Campbell to address the Council concerning the G.V.R.D. Housing Project at Coast Meridian Road and Prairie Avenue, and further that Mr. Casson would be prepared to answer any questions the members of Council may have regarding the City's future Library site. Mr. Casson advised that he would give a 'Situation Report' on the G.V.R.D.'s Meridian Village, and further -that the Chairmen of the three ‘Cluster Organizations' were present to answer any questions. During the presentation, Mr. Casson noted the following: “that the original concept of the 'village' atmosphere was working well which he attributed to the development of the Cluster Organizations within the complex which eliminated the usual tenant/landlord problems; ~residents are permitted, within reason, to do as they wish within the project; -financing is such that ‘mortgage’ will not increase to any great degree over the years; ~large back yards add to the feeling of single family units; “Cluster Organizations dealing with problems such as outsiders speeding through development & problems with garbage collection, etc; -the Provincial Government has provided rent supplements for sentor citizens and handicapped persons such that a 600 sq. ft. unit could be Nea COA ae nite ee i: Seen eee cen
