RECOMMENDATION :

of Planning, be approved: and

2. That the information on development volume be received.

BACKGROUND =

At the Council meeting of November 15, 1993, consideration of a 48 unit
apartment proposal on Welcher Avenue was deferred pending information on the
rate of development activity in the City. Concerns were expressed about the
number of projects being built in the City and the issue of a moratorium on
development was raised.

DISCUSSION:

The Planning Department compiled data on development applications and
Building Permit activity since 1989. The attached Chart I shows the volume of
development applications received by Planning in each of the years from 1989
to 1993, expressed in number of residential units being applied for. The
chart also shows the number of units for which Building Permits were issued
from the above mentioned applications.
