Please refer to your letter of May 21, 1987, addressed to our District Highways Manager, requesting the installation of a traffic signal at the above noted intersection. As you aware, we recently installed a traffic signal on Mary Hill Bypass at the intersection of Kingsway Street. Since the time of this installation we have received numerous protests from interregional commuters, who comprise a decisive majority of the traffic on this facility. It is understandably very difficult for them to understand why we disrupt the flow of traffic on such a Facility by installing traffic signals. Mary Hill Bypass is intended to function as an arterial highway, providing for safe and efficient’ interregional movement of traffic. Each time another signalized intersection is added to such a facility, the capacity and safety: is adversely affected resulting in longer delays to mainstream traffic. Thus, we are reluctant to provide additional signals, especially if our: minimum warrants are not met. A traffic count recently conducted at the Coast Meridian Road intersection indicates that the installation of a traffic signal would be premature at this time. , Should traffic volumes increase to meet our minimum warrant requirements, we would investigate the possibility of signalizing Broadway Street which is designated as a network road on our most recent major street network plan. A signal at this location would provide better signal progression capabilities than would Coast Meridian Road. H. 466 (Rev. 64/05)
